White House crypto adviser Patrick Witt said President Donald Trump made a historic compromise on ethics provisions in the Digital Asset Market Clarity Act (CLARITY Act) as lawmakers continue negotiations over the long-awaited crypto legislation.
Speaking at a Solana Policy Institute summit, Witt said Republicans had accepted up to 95% of requests from Democratic negotiators and argued that any remaining opposition in the Senate may now be driven more by political considerations than policy disagreements.
Witt praised Trump’s willingness to compromise on government ethics provisions, calling them “historic and unprecedented provisions” and saying lawmakers should recognize the effort behind the bipartisan negotiations.
A revised version of the CLARITY Act draft circulated by Senate Republicans includes additional concessions related to ethics rules and the treatment of decentralized finance (DeFi) projects.
However, the bill still faces challenges. Democratic staff have raised concerns that the latest version may give too much authority to Trump-appointed officials, including the attorney general, over enforcement of ethics rules.
The legislation also faces opposition from some state attorneys general, while parts of the crypto industry remain concerned about how the bill could affect DeFi innovation.
The CLARITY Act now faces a key Senate vote that will determine whether the bill can move forward toward final approval. Because the legislation requires 60 votes in the Senate, significant bipartisan support will be needed for passage.
