US spot Bitcoin ETFs recorded $450.4 million in net outflows on September 15, marking their largest single-day withdrawal since late June. The move came just one day after the funds recorded approximately $159.9 million in net inflows, highlighting a sharp reversal in investor flows.
Fidelity’s FBTC recorded the largest reported outflow at $214.8 million, followed by BlackRock’s IBIT with $161.7 million. Grayscale’s GBTC, ARK 21Shares’ ARKB and Bitwise’s BITB also posted outflows of $44.1 million, $17.4 million and $12.4 million, respectively.
The ETF outflows coincided with the US Senate’s failure to advance the CLARITY Act, a major piece of proposed cryptocurrency market-structure legislation. The procedural vote fell short of the 60 votes required to advance the bill, adding regulatory uncertainty to an already weaker crypto-market backdrop.
The timing suggests that the Senate setback was an important part of the market environment surrounding the ETF withdrawals, although the flow data alone does not establish that the legislation failure directly caused investors to withdraw funds. Bitcoin also declined during the session, adding to the pressure across digital assets.
The sharp reversal in ETF flows will now be an important indicator of whether institutional demand stabilizes after the regulatory setback or whether selling pressure continues in subsequent sessions. A sustained return to outflows could reinforce the cautious tone across the Bitcoin market, while renewed inflows would indicate that demand for spot exposure remains resilient.
